Public Service Commission (PSC)

​A Public Service Commission (PSC) is an independent constitutional body established under Articles 315 to 323 of the Indian Constitution. Responsible for recruiting candidates into various administrative, civil, and departmental services, PSCs ensure that appointments across Union and State Government departments are strictly merit-based, transparent, and fair.

​At the national level, recruitment is conducted by the Union Public Service Commission (UPSC) for All India Services and Central Civil Services. Simultaneously, individual State Public Service Commissions (SPSCs)—such as WBPSC, TPSC, or APSC—manage recruitment for executive, administrative, and technical cadres within their respective states.

​Key Responsibilities & Functions

  • Competitive Examinations: Designs and conducts civil service examinations, departmental tests, and direct interviews for administrative, education, and technical posts.
  • Selection & Recommendations: Evaluates candidate merit to recommend qualified personnel for key state and central administrative roles.
  • Advisory Role: Advises government authorities on recruitment rules, promotions, inter-departmental transfers, and disciplinary actions concerning civil servants.
